વીટો પાવર કેવી રીતે આપવામાં આવે છે?

UN ચાર્ટર આર્ટિકલ 27(3) જણાવે છે કે બિન-પ્રક્રિયાકીય બાબતો પર સુરક્ષા પરિષદમાં મત “સ્થાયી સભ્યોના સહમત મતો સહિત નવ સભ્યોના હકારાત્મક મત દ્વારા કરવામાં આવશે”– આને ઘણીવાર કાયમી વીટો પાવર કહેવામાં આવે છે.

આ જ UN ની એક UNSC નામની કાઉન્સિલ છે.. જે વિશ્વની સુરક્ષા માટે UN નું પ્રતિનિધિત્વ કરે છે. આ UNSC માં કુલ 5 પરમાનેન્ટ અને 10 નોન- પરમાનેન્ટ એમ કુલ મળીને 15 દેશો છે.

આ 15 દેશોની કાઉન્સિલનો કોઈ પણ નિર્ણય વિશ્વના તમામે તમામ 193 દેશોએ માન્ય રાખવો પડે છે.

રશિયાએ યુક્રેન પર આક્રમણ કર્યું. યુક્રેને UNSC માં મદદ માંગી કે રશિયાથી અમને બચાવો અથવા તો તેની સામે લડવામાં અમને સાથ આપો. UNSC ના મોટાભાગના દેશોને લાગ્યું કે વાત તો સાચી છે આપણે યુક્રેન ને મદદ કરવી જોઈએ. એટલે રશિયાને રોકવા માટે UNSC ના જ સભ્ય અમેરિકાએ પ્રસ્તાવ લાવ્યો. જો એ પ્રસ્તાવ પસાર થઈ જાય તો રશિયાએ રોકાવું જ પડે અને જો ના રોકાય તો UN ના દેશોની સેના રશિયા વિરુદ્ધ યુદ્ધ કરવા તૈયાર થઈ જાય…. UN એટલે આખું વિશ્વ. અને કોઈ પણ દેશ સમગ્ર વિશ્વ સામે યુદ્ધ ના લડી શકે..
પરંતુ આપણે જોયું કે આ UNSC નો પ્રસ્તાવ મંજુર થયો જ નહિં..

UNSC નો પ્રસ્તાવને મંજુર કે નામંજુર કોણ અને કેવી રીતે કરે છે?

આ પ્રસ્તાવ મંજુર કે નામંજૂર કરવાની સત્તા UNSC ના 15 સભ્યદેશો પાસે જ છે.

15 દેશમાંથી 5 કાયમી સ્થાયી સભ્યો છે અને 10 અસ્થાયી સભ્યો છે.

સામાન્ય સંજોગોમાં જો વીટો પાવર ના વપરાય તો જે બાજુ બહુમતી હોય તે મુજબ પ્રસ્તાવ મંજુર કે નામંજુર થતો હોય છે.

પરંતુ 15 માંથી 5 દેશ જે કાયમી સભ્યપદ ધરાવે છે તેમની પાસે વીટો પાવર હોય છે. આ વીટોપાવર એ મોટી શક્તિ છે. વીટો પાવરવાળો પાંચમાંથી કોઈ પણ દેશ પોતાનો વીટો વાપરીને કોઈ પણ પ્રસ્તાવને ફગાવી શકે છે.

પ્રસ્તાવના સમર્થનમાં ભલે 14 દેશ હોય ને વિરોધમાં 1 જ દેશ હોય તો પણ તે 1 દેશ જો વીટોપાવર ધરાવતો હોય અને તે પ્રસ્તાવને નામંજુરી આપે તો તે નિર્ણય બધાએ માન્ય રાખવો પડે છે. આ વીટોપાવર ધરાવતા કુલ પાંચ દેશ આ મુજબ છે. અને આ દેશો કાયમી માટે સભ્ય છે તેમને કોઈ UNSC માંથી કાઢી શકતુ નથી.

બીજા દસ(10) દેશ છે તે UNSC ના અસ્થાયી સભ્યો છે. જેમને UNSCમાંથી અંદર બહાર કરી શકાય છે. વર્તમાન અસ્થાયી સભ્યદેશો નીચે મુજબ છે.

2:- બ્રાઝિલ

ઉપરના ઉદાહરણને આગળ સમજીએ તો અમેરિકાએ જે પ્રસ્તાવ લાવ્યો તેનું સમર્થન UNSC ના ૧૧ દેશોએ કર્યું. ભારત, ચીન અને યુનાઇટેડ આરબ અમીરાતે વોટ જ ના કર્યું. અને છેલ્લે રશિયાએ તે પ્રસ્તાવને પોતાનો વીટોપાવર વાપરી એક જ ધડાકે ઉડાડી દીધો. જો વોટ નહિં કરવાવાળા દેશોએ અમેરિકાના પ્રસ્તાવને ટેકો આપ્યો હોત તો પણ રશિયા તે પ્રસ્તાવ મંજુર ના થવા દેત. કેમ કે વીટો પાવર ધરાવનાર દેશ પાસે એવો પાવર છે કે તે એકલો દેશ પણ UNSC ના કોઈ પણ પ્રસ્તાવને નામંજૂર કરી શકે છે..

ભારત આ સ્થાયી-સભ્યપદ મેળવવા માટે ખૂબ જ પ્રયત્નો કરે છે. મોટાભાગના દેશો ભારતને સમર્થન પણ આપે છે પરંતુ ચીન પોતાનો વીટો વાપરીને ભારતને UNSC માં કાયમી સ્થાયી સભ્ય થવા દેતું નથી. અને એટલે જ આપણે વીટોપાવર બની શકતા નથી.

Scrutiny Procedure
• With this new amendment GIDC is replacing the earlier system of evaluation by scrutiny committee and introducing a new system without any physical touch point where submission of all support documents and presentation will be done through online system. An application will be considered complete after the applicant submits the online copies of application and required documents (including project presentation).
• The applicant has to submit the print out of the system generated application and acknowledgement receipt along with all necessary documents through Registered post (RPAD) to the office of concerned Regional Manager within 30 days from the date of applying online.
• If above mentioned documents are not received within prescribed time limit then application stands cancelled.
• The applicants shall not be allowed to vary from the details submitted by him/her online. No change shall be allowed in the details once it is submitted online.
• GIDC field office will thoroughly evaluate/scrutinize the application along with the documents submitted and If require GIDC may ask for additional documents/ information/clarification from the applicant.

• After scrutiny if all submitted documents meeting the requirements , field office will confirm the application and a priority number will be assigned to applicant
• After confirmation of the application, it will be forwarded to head office to check/evaluate the submitted project report and presentation to determine the possibility of allotment to the applicant.
• If any of the requirement mentioned in the application isn’t clear than GIDC will either contact applicant for clarification or if require GIDC will ask applicant for further information verification/ presentation of their proposed project/unit at GIDC head office for counselling before the final decision of land allotment.
• During counselling of applicant corporation will suggest the applicant to match the required norms and criteria defined by corporation like water demand, power demand, effluent generation, solid waste generation and any other requirement needs to be corrected.
• If everything found to be in order by GIDC, system generated an online allotment letter will be awarded to the applicant. In case where in GIDC asked for clarification(s) from applicant, after receiving appropriate response either on call/mail or during counselling session, decision will be made and accordingly applicant will be intimated online.

Swachh Vidyalaya Puraskar 2021-22 : Minister of State for Education, Subhas Sarkar has launched the Swachh Vidyalaya Puraskar (SVP) 2021 – 2022 virtually. The Swachh Vidyalaya Puraskar recognises, inspires and awards schools that have undertaken exemplary work in the field of water, sanitation and hygiene while also providing a benchmark and a roadmap for schools to make further improvements in future. The Swachh Vidyalaya Puraskar 2021-22 was first distributed by the Department of School Education and Literacy, in 2016-17 to create self-motivation and awareness about sanitation.

Swachh Vidyalaya Puraskar Registration  : The Swachh Vidyalaya Puraskar has been instituted by the Ministry of Education, Government of India to recognize, inspire and celebrate excellence in sanitation and hygiene practice in schools. The purpose of the SVP is to honor schools that have undertaken significant steps towards fulfilling the mandate of the Swachh Vidyalaya Campaign. SVP is based on IT enabled assessment of WASH infrastructure, hygienic practices and COVID-19 appropriate behaviour.

Swachh Vidyalaya Puraskar was launched in 2016-17 with following key objectives.To recognize, inspire & celebrate excellence in sanitation and hygiene.To honor schools that have undertaken significant steps towards fulfilling the mandate of the Swachh Vidyalaya Campaign & adhering to the standards of hygiene & cleanliness.To promote sustainable practices of improved water sanitation & hygiene in schools

Essential elements (SVP 2021-22):

Swachh Bharat Swachh Vidyalaya, (SBSV)

Water, Sanitation and Hygiene in schools play a significant role in determining the health of children, attendance, dropout rate and learning outcomes. The provision of water, sanitation and hygiene facilities in school secures a healthy school environment and protects children from illness (including COVID-19) and exclusion. It is a first step towards a healthy physical learning environment, benefiting both learning and health. In 2014, Swachh Bharat Swachh Vidyalaya (SBSV) initiative was launched to ensure that all schools in India have access to separate functional toilets for boys and girls. The initiative lays emphasis on promoting safe and appropriate hygiene practices in schools and behaviour among children.

How to apply Swachh Vidyalaya Puraskar 2021-22 ?

All Government, Government aided and private schools from both rural and urban areas are invited to apply for the Swachh Vidyalaya Puraskar

The registration of schools would be done with the UDISE+ code of the school *

Schools will first complete the primary information section in the prescribed format and submit.

* If you do not have a UDISE+ code , download the Data Capture Format (DCF) and submit at Block / District / State level office to generate the UDISE+ code .

How to “Sign Up” & finalize “password” for applying in the SVP 2021-22?

• School can participate in the SVP 2021-22 through web portal https://www.swachhvidyalayapuraskar.com or by downloading the mobile app, “Swachh Vidyalaya Puraskar” from Google Play Store or Apple App Store.
• School shall “Sign Up” by using UDISE+ code of the school. School will need to verify the prefilled information like; school’s UDISE+ code, name of school, State, district, block, village. After verification, school will fill up additional basic information like: address of the school, respondent’s name, designation, mobile, email. School will also choose a password and confirm password.
• Post this, school will need to click the “sign-up” button.
• A pop-up message “Sign Up Successful” will appear on screen and an email confirmation will be sent to the school for same.

Rating System for Swachh Vidyalaya Puraskar 2022

Schools will be awarded at the district, state, and national level based on an internationally recognized five-star rating system. Every school will get a certificate of participation showing the category-wise scores and overall rating of the school. This will help in promoting sustainable practices of improved water, sanitation and hygiene in schools. In order to create self-motivation and awareness about sanitation the Swachh Vidyalaya Puraskar (SVP) was first instituted by the department of school education and literacy, in 2016-17, the official notice read.

Swachh Vidyalaya Parameters

Performance level based on the Compliance to the Swachh Vidyalaya parameters:-

Score

• Excellent, Keep it Up – 90% to 100% of the Norms
• Very Good – 75% to 89% adherence to the Norms
• Good but there is scope for Improvement – 51% to 74% adherence to the Norms
• Fair, Needs Improvement – 35% to 50% adherence to Norms
• Poor, Needs considerable Improvement – Below 35% adherence to Norms

Five-star rating system

Schools will be awarded at the District, State and National level on the basis of an internationally recognized five-star rating system. School will also receive a certificate of participation, which will mention their category-wise scores and overall rating. It will thus help in promoting sustainable practices of improved Water, Sanitation & Hygiene across schools. This year, 40 schools will be selected under overall category, at the National level.

Award Money

Under the Samagra Shiksha Scheme, award money has been increased this year from Rs. 50,000 to Rs. 60,000 per school. Furthermore, 6 sub-category wise awards have been introduced for the first time. Schools will get an award money of Rs. 20,000/- per school, sub-category wise.

FAQ Swachh Vidyalaya Puraskar 2021-22

Who can participate?

All categories of schools, that is, government, government-aided and private schools in both rural and urban areas can participate in the Swachh Vidyalaya Puraskar 2021-22.

How will the schools be assessed?

The participating schools will be assessed via an online portal and mobile app in 6 subcategories where the system will generate their overall score and rating automatically. These sub-categories are Water, Sanitation, Hand Washing with soap, Operation and Maintenance, behaviour change and capacity building and the newly added category on COVID-19 preparedness and response.

What will the winners receive?

A total of 40 schools will be selected under the overall category this year at the national level. The award money has been increased from Rs 50,000 to Rs. 60,000 per school under the Samagra Shiksha scheme. Additionally, 6 sub-category awards have been introduced for the first time and entail award money of Rs. 20,000/- per school.

My school does not have a UDISE+ code, how can our school apply for SVP?

How can I view my school’s score?

Your school’s score will be sent to you after the last date of completing the survey. It would also be visible to you on your mobile app.
